You may have heard that ... the current City Council isn’t getting anything done. They listen to people complain, and then they just talk about problems or ‘throw up their hands’. They don’t take action. OR You may have heard that … the Council needs to give more direction to the City Manager and set clear goals to get things done! The City Manager and her staff should solve problems, but nothing is happening.
To the contrary, Tybee staff and City Council have MANY projects underway and others have been completed. All are detailed in a report on the City of Tybee website, available to everyone! To administer a city as big as Tybee Island the City Manager and Council have to consider, among other issues: tax revenue and budget issues, infrastructure demands, changing laws, strong citizen input, committees, special interest groups demanding to be heard, and, seasonally, being “Georgia’s beach”. Diverse and sometimes conflicting needs from stakeholders create complexity in setting goals and priorities – more than some citizens or small businesses may consider. In January 2008, after extensive citizen input, the City submitted a comprehensive Master Plan to the Georgia Department of Community Affairs. The City Manager and staff organized the ambitious plan into *nine categories and 124 goals which the Mayor and City Council approved as the Short Term Work Program (STWP). The Mayor and City Council review and discuss action items at the Consent Agenda pre-meetings and/or periodically at work sessions. The Short Term Work Program (STWP) describes the action steps, (Project Description) and the progress made (Completed, Currently Underway, Postponed, Not Accomplished) in each category. Explanations are required for Postponed or Not Accomplished activities. The Five Year Update (2012-2016) lists the responsible party, total cost estimate, and funding source.
